I-76 West/Henderson Road Ramps and Widening, Upper Merion Township (SR 0076, Section RMP). Project Manager for Preliminary Engineering/Environmental Clearance and Final Design phases to construct new I-76 West ramps at Henderson and South Gulph Roads. Responsibilities included Design Field View; Type, Size & Location Plans for a Sound Barrier Wall utilizing PennDOT Design/Build process, Interchange Signing Plans, Traffic Control Plan, Transportation Management Plan; and Traffic Signal Permit Plans. Over the course of Final Design, fiscal constraints eliminated construction funding, pushing the estimated construction date to 2012. Upon announcement of the federal stimulus program, BSA was successful in March, 2009 in having this project selected for the American Recovery and Reinvestment Act (ARRA) program.
US 422 Westbound Interim Widening Project, Montgomery County (SR 0422, Section ITM). Project Manager for the preparation of Final Design Construction Plans to add a third US 422 Westbound lane over the Schuylkill River between the PA 23 & PA 363 interchanges.
South Henderson Road Widening Project, Montgomery County. Project Manager for preparation of Highway Occupancy Permit Plans to widen South Henderson Road in Upper Merion Township. Previously a PennDOT Project, the Upper Merion Transportation Authority (UMTA) is funding construction. Tasks included assisting UMTA is negotiating Right-of-Way acquisition along with Utility Relocation coordination/design.
Governor Award Winning Valley Forge Area Transportation Planning Study, Montgomery and Chester Counties. Evaluated transportation problems and design options for environmentally sensitive area in and around Valley Forge National Historical Park. Study was undertaken in a partnership manner and resulted in a Programmatic Agreement between FHWA, the National Park Service and PennDOT to initiate the US 422 Schuylkill River Crossing Complex projects. Assisted in the partnership effort to secure congressional earmarks listed in SAFETEA-LU as one of 20 Projects of National and Regional Significance.
Church Road (T-801) Bridge over SEPTA Route 100 Line, Montgomery County. Project Manager for bridge replacement and approach work. Project funded through Local Bridge Program and includes PS&E preparation, Detour Route planning, utility relocation and, SEPTA design review coordination.
SR 0095, Section CPR, Philadelphia County and Section D01, Bucks County. Involved in the preparation of the I-95/PA 73 Cottman & Princeton Avenue Interchange Modernization Point of Access (POA) Report and I-95/Street Road Interchange Modernization POA. Responsibilities included HCS 2000 alternatives evaluation, traffic simulation with Synchro leading to preferred design, generation of report graphics and writing of POA document, as well as coordination with PennDOT, FHWA, City Streets Department and community.
Prepared Construction Plans for a phased Bridge Project in Radnor Township, Delaware County. First phase entailed construction of an athletic field and second phase built the corresponding parking lot and access drive. Responsibilities included package preparation, Erosion & Sediment Control Plans and stormwater analysis with Hydraflow v.6-0. Also, managed the Construction Phase for the two projects, as well as two contracts to build abutments and approach plazas and place a prefabricated pedestrian bridge over Matsonford Road. Tasks included coordination between separate contractors for the second, third and fourth phases working on-site concurrently.
US 422/PA 23 Interchange Modernization and US 422/PA 363 Interchange Improvements with US 422 Widening, Montgomery and Chester Counties. Prepared Point of Access Study utilizing traffic analysis and simulation software to determine proposed design effectiveness at a network level for the US 422 Schuylkill River Crossing Complex.
Prepared Final Design Construction Plans for the Henderson and Shoemaker Road intersection improvements. Responsibilities included plan preparation for a PennDOT Highway Occupancy Permit, traffic analysis, Erosion & Sediment Control Plans approval, Signal Permit Plan approval, utility coordination and construction services.

Project Coordinator for Old Betzwood Bridge Bicycle/Pedestrian Trail Project (SR3051-C22). Responsibilities included coordination with the lead engineer, PennDOT, Upper Merion Transportation Authority (UMTA), the National Park Service (NPS) and Montgomery County for the advancement of preliminary engineering, environmental clearance, right-of-way clearance and final design activities for the construction of Trail Bridges over the Schuylkill River, Norfolk Southern Railroad and the Schuylkill River Trail.
Project Coordinator for the US 202 7WM Wetland Mitigation Program. This task includes the coordination of activities related to the development of right-of-way plans and final construction drawings and construction phase services of four wetland creation sites as part of the final mitigation package for US 202, Section 700.
Project Coordinator for Valley Forge River Crossing Complex Projects. Coordinated conceptual engineering, public involvement activities and fiscal planning among several sponsors including the Pennsylvania Department of Transportation, Valley Forge National Historical Park and the Upper Merion Transportation Authority. The study resulted in a $3 million joint implementation phase for environmental clearance for improvements to US 422 in Montgomery County including two interchanges at US 422/PA 23 and US 422/PA 363.
Project Coordinator for the environmental clearance documentation for the US 202 Section 700 project. This task includes coordination activities among four consultants and the Department in the preparation of an Environmental Evaluation Report (EER) for the 100% State funded Parkway Concept that was developed by the Community Task Force. Also, key coordinator for the Environmental Impact Statement (EIS) for the former 202 Bypass project dating back to 1990.
Project Coordinator and design assistant for the environmental clearance, preliminary engineering and first design of five Noise Wall Demonstration Projects (20 Sound Barrier Walls in PennDOT District 4-0 and District 8-0. Tasks included assessment of study corridor for identification of noise mitigation zones, scope of services development and implementation in all phases of the project through project letting. This also included coordination of additional services such as the planning for photogrammetric surveys, traffic data collection, subsurface investigations and right-of-way considerations associated with the project.
Project Coordinator for Statewide Open-End Agreement for Environmental Studies including the coordination effort of numerous work orders ranging from document review to concept design development, Section 4(f) coordination for US 202, Section 400 and cultural resource evaluations.
Coordinator and primary contact for one PennDOT District 6-0 Open-End environmental engineering service contract including wetlands monitoring and remediation programs, public involvement activities, cultural resource evaluations, etc. Responsible for the management of interim monitoring activities for the SR 6030, Exton Bypass Wetlands Mitigation Program including assistance with monitoring activities, wetlands delineation surveys, graphic design and report preparation.
Responsible for the coordination of Traffic Incident Management Systems including meetings with PennDOT, Blue Route Emergency Task Force, community and local officials.

Mr. Smyth has more than 40 years of diversified professional experience in civil and transportation engineering and urban design.
Mr. Smyth has helped formulate Intermodal, Traffic and Incident Management Systems and Emergency Services Initiatives for I-476.
Mr. Smyth has been selected by the Delaware County Chapter PSPE as the Engineer of the Year for 1994 and by the American Society of Civil Engineers, Philadelphia Section as Transportation Engineer of the year for 1997.
Mr. Smyth was awarded the Greater Valley Forge Transportation Management Association (GVFTMA) Planning Leadership Award in 2004 and again in 2009 for his efforts in promoting partnerships for the Schuylkill River Crossing Complex Projects and advancing an “Interim Project” to relieve congestion on US 422 westbound during the PM Peak Period.

Ronald G. Wagnemann’s 30 year career as Township Manager for Upper Merion Township can be well
described by his approach, performance and success in the development of solutions to transportation
problems facing the Township.
Ron, in conjunction with the Upper Merion Transportation Authority and approval of the Board of
Supervisors, has spear-headed approximately $2 billion in Transportation Improvement Projects, some
of which were completed with public/private partnerships and through mostly Federal, State and limited
local funding.
Ron Wagenmann has the designation by ICMA (International City/County Management Association)
as a Credentialed Manager. To be counted among this elite group, one must have accumulated
experience as per the KMA University practices for effective local government management and the

Chester Valley Trail Extension (MPMS# 16705) – Prepared E&S/PCSM design for NPDES permit acquisition for construction of the 4-mile Chester Valley Trail (CVT) extension through Upper Merion Township, Bridgeport Borough and Norristown Borough. Utilized DEP’s newly formed Managed Release Concept (MRC) in design of stormwater management rain gardens throughout the length of the site. Also assisted in preparation of Construction Plans, Engineer’s Estimate, and Project Manual. Actively assisting Project Engineer with respect to construction services.
Assisted Project Engineer with a series of projects throughout Upper Dublin Township including:
a) Fort Washington Cross County Trail and Road Diet (MPMS# 105133) – Supported Project Manager in drainage design, E&S/PCSM design, NPDES permit acquisition and Construction Plans preparation for construction of the 0.15 mile portion of the Cross County Trail. Mapped base, utility, Right-Of-Way and existing DTMs to assist in project design. Parking lot and driveway design as well as a new off-ramp from the PA Turnpike Toll Plaza at Fort Washington to Commerce Drive. Generated all project items and quantities. as well as identified special provisions needed. Unit cost, work class codes, and funding codes were verified through ECMS.
b) TAP Final Segment (MPMS# 107179) – Responsible for the E&S/PCSM design, NPDES permit submission, and plans preparation for construction of the 0.65 mile portion of the Cross County Trail. Designed the placement of temporary and permanent BMPs. Prepared design calculations for stormwater rate and volume for design storm events.
c) Virginia Drive Road Diet & Cross County Trail (MPMS# 104282) – Designed and finalized the placement of ADA curb ramps, stormwater pipe networks as well as Construction Plans preparation for construction of the 0.55 mile portion of the Cross County Trail. Developed the project’s cost estimate from Preliminary Engineering through project advertisement. Assisted our Project Engineer in validating the Contractor’s record and their recommended list of suppliers.
d) Pine Run Bridges Reconstruction – Coordinated with the team’s Structural Engineer with the design of two bridge replacements and a culvert replacement along Virginia Drive in Fort Washington Office Park. Assisted the Project Engineer, in establishing preliminary base mapping, DTM surface generation, horizontal and vertical geometry, and Construction Plans generation.
e) Rapp Run Culvert Replacement – Responsible for design of E&S/PCSM permit acquisition and plans preparation. Also responsible for the preparation and completion of an Abbreviated H&H for the culvert replacement over Rapp Run. Established proper inlet spacing, pipe capacity, and gutter spread for stormwater pipe networks. Assisted the Project Manager in generating the project’s bid package including the engineer’s estimate.
f) Other engineering work included grant application and funding acquisition for Upper Dublin Township transportation infrastructure projects. Worked with the Project Manager to prepare and submit multiple grants. Prepared grant narratives, figures, preliminary cost estimates, preliminary plans, consistency letters and letters of support. Plans, presentations and updates pertaining to the status of the grants were prepared monthly for the Committee on Reinvestment and Economic Development (CORE).
Other projects involved in include:
SR 0023 Bridge Replacement over Trout Creek (MPMS# 48172) – Assisted in the Preliminary Engineering design and analysis of a replacement structure spanning Trout Creek in Upper Merion Township, PA. Prepared a preliminary H&H design and analysis for various structure types and span lengths under consideration via HEC-RAS.
Church Road (T-801) Bridge Over SEPTA Route 100 Rail Line (MPMS# 16396) – Prepared site grading design for all construction stages. Final earthwork quantities were derived and individual stage DTM surfaces were generated. As a result, the E&S/PCSM design was developed. Additionally, drainage design calculations with analysis of hydraulic capacity and gutter spread were produced. Responsible for the H&H design, analysis and final report of the Frog Run culvert replacement. Aided in the preparation of the DEP/Army Corps Section 404 Small Project Permit (Joint Permit Application [JPA]).
Supported lead engineers for the Schuylkill River Trail Project at Valley Forge, Montgomery County, PA (SR 3051, Section C22) with contract documentation, cost estimates, plans preparation and review, utility coordination and Value Analysis (VA) and public meetings.
